Simply Koi and More Koi

i have a 3kw elecro heater but only need to heat 1000 gallon of water. will i be wasting money or will it be on less,

The amount of energy needed is simply a function of the amount of water you have to heat, the amount it needs heating and the efficiency of the heater and any insulation. The higher wattage simply means that it'll heat it up faster.
