The limit for chlorine for koi is 0.02 mg/L so unless you buy something like a Hanna, no manual kits will read down to the levels you need to be sure that your top up water is safe for them.
I have all sorts of electronic gear to test water because that's what I do but a year or so ago I was thinking about what I could suggest to koi keepers who don't want to shell out a fortune and just need to be sure their water is safe.
What I came up with was this test that only needs some DPD4 test tablets that you can obtain fairly easily and a sheet of white paper. If you follow the description, it won't tell you what the level is but it will tell you whether there is a detectable level of chloramine or chlorine.
Ideally you shouldn't have any detectable level in the water so if the test detects some, then it doesn't matter what the actual level is, any detectable level is too much. So "clear" means safe but "some" means too much.
